30166. Stamps and meter register settings shall be sold to licensed distributors at their denominated values less a discount of 0.85 percent, which shall be capped at the first one dollar ($1.00) in denominated value. Payment for stamps or meter register settings shall be made at the time of purchase, provided that a licensed distributor, subject to the conditions and provisions of this article, may bepermitted to defer payments therefor.

30166.1. No later than July 1, 2005, the board shall submit a report to the Legislature that evaluates the average actual costs, including labor for applying indicia or impressions, bonding, warehousing, and leasing stamping equipment, including case cutters and packers, associated with applying stamps or meter impressions to cigarette packages. This report shall be updated every two years.


30167. A licensed distributor may apply to the board to fix the maximum amount of deferred-payment purchases of stamps and meter register settings which the distributor may have unpaid at any time. Upon receipt of the application and the bond or bonds required pursuant to Section 30142, the board shall fix such amount. The board at any time may designate the sales locations where the distributor may make deferred-payment purchases of stamps and meter register settings and fix the amount of such purchases which the distributor may have unpaid at any one time with respect to purchases made at each of the designated sales locations.


30169. A distributor shall authorize in writing those persons who may order purchases of stamps or meter register settings for the account of the distributor at a location where stamps or meter register settings are sold. The authorization shall continue in effect until written notice of revocation of the authority is delivered at the sales location in such manner as may be prescribed by the board.


30171. Any distributor who fails to pay any amount owing for the purchase of stamps or meter register settings within the time required, shall pay a penalty of 10 percent of the amount due in addition to the amount plus interest at the modified adjusted rate per month, or fraction thereof, established pursuant to Section 6591.5, from the date on which the amount became due and payable until the date of payment.


30172. The board for good cause may extend for not to exceed five days the time for paying any amount owing for stamps or meter register settings purchased on the deferred-payment basis provided a request for the extension is filed with the board within or prior to the period for which the extension may be granted.

The expiry period of one year is to avoid too large a number of WebStamps being created and stored, because franking shortfalls can only be covered using postage stamps or V-MaX in the event of a price increase.


The validity period is shown in our online service when you create the postage paid impressions. No expiry date is printed on the postage paid impression or included in the data matrix code. Once the official period of validity of a stamp created with WebStamp has expired, it can still be used without any surcharge. A problem arises in the event of a price increase. Personalized stamps should always show the correct value of a product/postage. Consignments with multiple WebStamp franking cannot be processed in the letter processing centers as the system reader always records only one data matrix code. The expiry date therefore serves to prevent too large a number of personalized stamps being created and stored.


Validity example: as long as an A Mail item costs CHF 1.10, it is still possible to use a personalized stamp with a face value of CHF 1.10 but which is older than one year. Following a price increase, a consignment franked with WebStamp can only be re-franked in a Swiss Post branch or branch with partner using a postage stamp. Postage stamps created using WebStamp cannot be returned or cancelled.


The repeated printing of a PDF document with personalized stamps that have already been created generates no further costs. Every stamp created with WebStamp may however only be affixed to a consignment once.


In accordance with the General Terms and Conditions for WebStamp, stamps that have been created with WebStamp may not be copied or printed multiple times. Duplicates refer to consignments handed in for sending that have the same postage paid impression (recognizable by an identical franking ID).

RT-3 increases the inspection requirements to spot radiography on both the long and circumferential seams of a vessel. There is no value added for the spot radiography of the circumferential joints since the long seam joint efficiency governs the design and RT-4 Option 1 already increased the long seam efficiency to 0.85.


The seamless head efficiency is reduced from 1.00 to 0.85 since the shell circumferential seam it intersects is not inspected per code rule UW-12(d). This is shown as the "imaginary" seam H in the figure.


When specified, spot radiography requires one examination for every 50 feet of the same type of weld, with the provision that each welder's work is represented. One spot could cover all of the Type 1 joints in this vessel if their total length adds up to less than 50 ft. This increases the long seam efficiency from 0.70 to 0.85 and reduces the cylindrical shell thickness at minimal cost.


One PERMANENT stamp can be used to mail a letter (weighing up to 30 grams) anywhere in Canada. You can also use PERMANENT stamps in conjunction with additional postage to mail larger letters, parcels or to send mail internationally.


Postal services existed during the Venetian and Ottoman periods of occupation. There was an Ottoman postal service in Nicosia from 1871 where mail was hand stamped "KIBRIS". A few Turkish Duloz stamps are known used on fragments or as singles (no complete cover has yet been found). Stamps of the Austrian post offices in the Turkish empire were used at Larnaca from 1864 with values up to 25 kreuzer.[1]


As with postcards British registered envelopes were made available from July 1878, these were followed by Great Britain overprinted registration envelopes in April 1880 and in 1881 registration envelopes with the name Cyprus in the design were issued. In total over 150 different registration envelopes have been issued to date.[2]


Pre-printed aerogrammes forms (or air letter as they were inscribed), with a 4 piastre stamp affixed, were first made available in 1944. Aerogrammes with an imprinted stamp were first made available in 1946 and various designs have been produced since that date.[2]
